CLANER takes part as a speaker at the AEE’s Annual “Horizonte Eólico” Congress

The Asociación de Energías Renovables de Andalucía (CLANER), through its Secretary General Gemma García-Pelayo, actively participated in the Annual “Horizonte Eólico” Congress, held this week and organized by the Asociación Empresarial Eólica (AEE). The event brought together more than 300 experts and representatives from Spain’s energy sector.

Gemma García-Pelayo took part as a speaker in a roundtable focused on the development of wind energy in the autonomous communities and the territorial particularities that affect its implementation.

Alongside CLANER’s Secretary General, the panel — moderated by Joaquín García-Boto, Director of Project Development at EDP Renovables — included representatives from regional wind energy associations such as Manuel Pazo, President of the Asociación Eólica de Galicia (EGA); Raúl Jiménez, President of the Renewable Energy Commission of the Aragón Energy Cluster (CLENAR); Víctor Cusí, President of the Asociación Eólica de Cataluña (EOLICCAT); and Eugenio García, lawyer and Secretary General of the Asociación de Promotores de Energía Eólica de Castilla y León (APECYL).

During the discussion, the speakers addressed key issues for the sector, such as regulatory and administrative differences in the permitting processes for wind farms across various autonomous communities; the need for improved coordination between local, regional, and national administrations; new approaches to foster coexistence between wind projects and their host territories; and the socioeconomic benefits of wind energy development for rural areas.

In her speech, Gemma García-Pelayo emphasized that, in the case of Andalusia, the regional government’s commitment to renewable energy is firm and determined, highlighting the approval of several measures aimed at streamlining and simplifying procedures. However, she also noted that “there are aspects that can still be improved and others that require the attention and joint effort of all stakeholders, such as those related to territorial integration.”

The Horizonte Eólico 2025 Congress is the leading forum for the wind energy sector in Spain, bringing together industry leaders, government officials, and academics over two days to discuss the present and future of the sector.
