
21 Jul Ten regional renewable energy associations request the support of parliamentary groups for Royal Decree-Law 7/2025.

Ten regional associations and clusters, representing the entire value chain of Spain’s renewable energy sector, have sent a joint letter to all parliamentary groups in the Congress of Deputies expressing their support for Royal Decree-Law 7/2025, whose ratification will be debated and voted on next July 22 in the Lower House.
The signatory associations, which bring together the entire energy value chain across the national territory, believe that this regulation introduces technical measures long demanded by the sector to ensure the stability of the electricity system, facilitate the integration of renewable energy, and accelerate the energy transition in Spain. These advances ensure an affordable electricity supply for citizens and businesses, ultimately benefiting Spanish society as a whole.
Among the key measures, RDL 7/2025 allows renewable technology to directly contribute to grid balancing, streamlines infrastructure planning and the repowering of facilities, promotes the development of energy storage to optimize energy management, and improves conditions for shared self-consumption. Furthermore, it updates the milestone system to provide greater legal certainty and predictability for renewable projects.
The signatory organizations emphasize that the ratification of the Royal Decree-Law is essential to move towards a robust and competitive energy system. Its rejection would, according to the letter, hinder investment, create obstacles to accessing affordable and clean energy, and increase vulnerability to energy crises, such as the one experienced in Europe following the invasion of Ukraine, which exposed dependence on external sources and gas price volatility. For these reasons, they appeal to the institutional responsibility of public representatives and request their support for this regulation, which they describe as strategic and essential to consolidate Spain’s industrial and technological leadership.

JOINT STATEMENT FROM REGIONAL ENERGY SECTOR CLUSTERS IN SUPPORT OF ROYAL DECREE-LAW 7/2025
The undersigned regional associations and clusters, representing the renewable energy sector value chain across Spain, express our firm support for Royal Decree-Law 7/2025, whose ratification will soon be voted on in Congress. This regulation introduces technical measures long demanded by the sector and represents a decisive step in strengthening the electricity system, advancing the energy transition, and consolidating our energy sovereignty in a complex international context.
The Royal Decree-Law introduces a set of structural reforms and highly technical solutions that are essential to ensure the stability of the electricity system and facilitate the integration of renewable energy. Among other measures, it allows renewable technology to directly contribute to grid balancing, streamlines the planning of transmission network infrastructures, promotes the development of storage to optimize energy management, and accelerates procedures for repowering existing facilities. It also updates the milestone system, providing greater legal certainty and predictability for projects, and improves conditions for shared self-consumption, bringing the benefits of the energy transition closer to citizens and businesses.
The ratification of this Royal Decree-Law is essential to continue progressing toward a robust and competitive energy system. Its rejection would hinder investment, deprive citizens of access to affordable and clean energy, increase vulnerability to future energy and geopolitical crises, and result in a significant loss of momentum in the energy transition.
For all these reasons, we appeal to the institutional responsibility of public representatives and request their support for the ratification of Royal Decree-Law 7/2025. It is a technical and strategic regulation, necessary to consolidate our country’s industrial and technological leadership and to ensure an economically efficient and sustainable energy system for the benefit of Spanish society as a whole.
